SENATOR REAFFIRMS SUPPORT FOR VULNERABLE CHILDREN, CICL RECOVERY PROGRAMS

/ 8 April 2026

SENATOR Sherwin Gatchalian has pledged continued support for the recovery and reintegration of vulnerable children, including children in conflict with the law (CICL) and survivors of child trafficking and sexual abuse.

Gatchalian made the assurance during his visit to child residential care facilities run by the Department of Social Welfare and Development in Muntinlupa.

“Tuloy-tuloy ang pakikipaglaban natin para sa kinabukasan ng mga kabataang naabuso at nawalan ng tahanan. Dapat silang bigyan ng pag-asa sa buhay sa kabila ng kanilang pinagdaanan,” he said.

Under the 2026 national budget, P24.654 million has been allocated for the recovery and reintegration of trafficked persons, while P275 million is earmarked for the construction of five additional Bahay Pag-Asa facilities for CICL.

Among the facilities visited was Haven for Children, which provides shelter to male street children aged 7 to 13 who have experienced neglect and abuse, with some having been exposed to drug use.

The senator also visited Marillac Hills National Training School for Girls, a residential center for girls aged 7 to 17 who are victim-survivors of sexual abuse, human trafficking—including commercial and sexual exploitation—and those in conflict with the law.

In addition, Gatchalian distributed food packs to Haven for Women, a facility that shelters female adults and their dependents who are survivors of gender-based violence.

Through these efforts, Gatchalian emphasized the importance of sustained government intervention to help vulnerable sectors rebuild their lives and reintegrate into society.
