PROBINSYANO Ako Party-list Rep. Rudys Caesar Farinas has filed a measure for the establishment of an enterprise-based education and training program.

In his House Bill 7459 or the proposed Enterprise-Based Education and Training Program Act, the solon seeks to produce a well-trained and better-equipped workforce, rationalize the manpower training system by consolidating apprenticeship, dual training, on-the-job training programs, and all other forms of industry-based training.

The lawmaker also wants to establish a competency and enterprise-based training system involving the active cooperation of employers, workers, industry, and the government.

The measure will also institute enterprise-based standards to ensure the acquisition of the right competencies in an environment where rights are protected and ensure safety.

The bill, Farinas added, also broadens the opportunities, education, and training venues towards greater access by all workers.

House Bill 7459 mandates the establishment of Enterprise-Based Education and Training programs to cover practical work-related or workplace-related training programs with compulsory related theoretical instructions and include training modalities or group schemes such as apprenticeship, leadership, in-company training, dual training system, practicum, on-the-job training, internship, and supervised industry training.
