NAIS ni Cagayan de Oro 2nd District Rep. Rufus Rodriguez na i-decentralize ang procurement ng mga textbook sa elementary at secondary public schools.

Sa kasalukuyang sistema, ang procurement ng textbooks para sa mga pampublikong elementary at secondary schools ay nakaatang sa Property and Procurement Division ng Department of Education.

Ayon kay Rodriguez, nagreresulta ito sa delay ng pagde-deliver ng mga libro sa mga lalawigan, lungsod at munisipalidad, lalo na malalayong lugar.

“Also, there are reports that books and other educational materials were left stocked in warehouses to deteriorate instead of being used by our elementary and secondary students,” pahayag pa ni Rodriguez.

Dahil dito, isinusulong ni Rodriguez ang House Bill 1839 upang bumuo ng Division Textbook Procurement Services Unit sa bawat probinsya o division office ng DepEd.

Layon  nito na i-decentralize ang textbook procurement program ng DepEd at maging ang textbook printing.

Sa sandaling maisabatas ang panukala ay inaasahan din na makakamit na ang one is to one ratio  o bawat estudyante ay may sariling libro.

“With the immediate enactment of this bill, it is also hoped that the required textbooks would not only be delivered without delay but will likewise meet the standard of quality required and pertinent to each region,” giit pa ni Rodriguez sa kanyang explanatory note.
