TESDA TO HOLD OVERSEAS ASSESSMENT PROGRAM FOR OFWs IN ABU DHABI

/ 6 November 2025

THE TECHNICAL  Education and Skills Development Authority has announced another round of its Overseas Assessment Program (OAP) in Abu Dhabi, United Arab Emirates from November 21 to 23, 2025.

Following a series of successful OAP initiatives worldwide, TESDA continues to bring accessible skills assessment and certification closer to OFWs to help them validate their technical competencies and enhance their professional credentials.

This year’s assessment will be held at Infinity Studies & Technical Solutions, a TESDA-accredited assessment center in Abu Dhabi.

In line with President Ferdinand R. Marcos Jr.’s directive to expand opportunities for Filipino workers through skills development, the OAP will offer assessments in Caregiving NC II and Health Care Services NC II, targeting 200 OFWs in the UAE.

Through this program, OFWs can earn national certifications aligned with TESDA standards, improving their employability and competitiveness in the global workforce.

TESDA Secretary Kiko Benitez underscored the agency’s continued support for Filipino workers abroad, noting that access to skills certification should extend beyond national borders.

“Our kababayans abroad deserve the same access to quality skills assessment and certification as those here at home,” Benitez said.

“Through the Overseas Assessment Program, we bring TESDA’s commitment to skills excellence and lifelong learning closer to our modern-day heroes — the OFWs who continue to uplift the Filipino name across the world,” he added.

Interested OFWs in Abu Dhabi may register through the official OAP 2025 registration link.

Applicants must submit a duly accomplished Application Form, a Self-Assessment Guide corresponding to their chosen qualification, and a training certificate or certificate of employment to the designated assessment center.

Electronic copies of the Application Form and SAG may be downloaded from the provided link.

So far in 2025, TESDA’s OAP has assessed 1,362 OFWs across five countries in the Middle East and Asia, with 1,192 earning National Certificates and Certificates of Competency — reflecting the program’s growing success in recognizing and empowering Filipino skilled workers worldwide.

In partnership with the Department of Migrant Workers, the 2025 OAP aims to further support OFWs’ career growth and employment prospects by ensuring their skills meet both national and global standards.
