IMINUNGKAHI ni 1-Ang Edukasyon Party-list Rep. Salvador Belaro Jr. na dalhin na lamang sa korte ang usapin ng termination ng University of the Philippines-Department of National Defense accord kung hindi na ito maidaraan pa sa negosasyon.

Sinabi ni Belaro, Outstanding UP Alumnus for Public Service and Good Governance noong 2018, na may mga opsyon upang matuldukan nag tensiyon sa pagitan ng UP at ng DND.

“There are two sets of options: mediation and court intervention. Both sets can move forward simultaneously or one followed by the other,” pahayag ni Belaro.

Sinabi ni Belaro na maaaring mamagitan ang Commission on Higher Education, Joint Congressional Oversight Committee o ang Special Ad Hoc Committee sa negosasyon ng UP at DND.

Kung hindi ito magtatagumpay, maaaring hilingin sa korte na maglabas ng temporary restraining order para mapanatili ang status quo sa unilateral abrogation sa UP–DND Accord.

Maaari ring hilingin ang pagpapalabas ng Temporary Protection Order para sa posibleng banta, gayundin ang Permanent Writ of Amparo o ang long term injunction para protektahan ang mga campus at ang writ of habeas data o protection sa privacy ng communication data.

“If mediation fails or while mediation is underway, a TRO could be sought so the mediation can proceed. Depending on the security or safety threat levels the campus community members face, that’s what the temporary protection order, permanent writ of Amparo, and writ of habeas data would be for,” pahayag ng kongresista.
