A YOUTH group slammed the issuance by President Rodrigo Duterte of an executive order that would confiscate 74 percent of the property of the Pampanga State Agricultural University.

In accordance with Executive Order 75, the Department of Agriculture ordered the confiscation of almost 376 hectares of land, which is 74 percent of the university’s 508-hectare property.

The Samahan ng Progresibong Kabataan said the directive would imperil the education of the students and livelihood of faculty members and school staff.

“Unang-una, hindi dapat saklawin ng EO 75 ang PSAU dahil ito’y protektado ng kanyang charter, ang Republic Act 10605 na pinirmahan ni dating Pangulong Benigno Aquino III noong 2013,” the group said in a statement.

“Sa hierarchy ng mga batas, daig ng RA ang EO o anumang kautusan ng Pangulo at wala silang karapatang angkinin ang lupa na nakalaan para sa edukasyon at pagsasaliksik,” it added.

Under the EO, Duterte directed DAR to accelerate and ensure the immediate identification and segregation of all unclassified lands of public domain and all government-owned lands suitable for agrarian reform.

However, SPARK questioned the EO.

“Bakit lupain pampubliko na pag-aari ng mga SUC ang pinupuntirya ng DAR, hindi ba ang dapat bigyang tuon ng ahensiya ay ang mga lupang pribado ng mga panginoong may lupa dahil ang pagkakawasak ng monopolyo sa lupa ang primaryang mandato nito. Nakakatawang isipin na kinukumpiska ng gobyerno ang lupang pag-aari na ng gobyerno,” it said.

If the confiscation will push through, PSAU President Honorio Soriano Jr. said it will “severely affect” the ongoing projects of the university, particularly the new researches on agricultural technologies.

“Labis na maaapektuhan ang mga ginagamit na lupain para sa pagsasaliksik sa mga bagong teknolohiyang pang-agrikultura para sa mas mahusay na ani at produksiyon, at maaaring magresulta sa maraming negatibong implikasyon sa pamantasan, kasama na ang pagkawala ng oportunidad para sa edukasyon sa agrikultura, pati na rin ang pagsasaliksik sa larangan at pang-agham sa lupa,” Soriano said.
