SOLON SEEKS TO RECOGNIZE TESDA AS KEY INSTITUTION IN PREPARING FILIPINOS FOR AI

ALBAY 3rd District Rep. Raymond Adrian Salceda has filed a resolution recognizing the Technical Education and Skills Development Authority (TESDA) as a key institution in preparing the Filipino workforce for artificial intelligence (AI).

In his House Resolution No. 498, Salceda also acknowledged TESDA’s role in supporting a national agenda for AI readiness.

The resolution aims to urge the President to formulate and announce a national artificial intelligence policy for the government.

Salceda said AI is rapidly transforming production, services, public administration, and labor markets worldwide.

He noted that AI creates opportunities for higher productivity and new forms of work, while also posing risks of job displacement and skills obsolescence for workers and enterprises that are unprepared.

TESDA, the lawmaker said, serves as the national authority for technical-vocational education and training, with the mandate to provide accessible, industry-relevant, and responsive development programs across the country.

He explained that TESDA’s expanding work on AI demonstrates its crucial role as the frontline government institution capable of delivering scaled, practical, and industry-responsive AI training and capacity-building for Filipino workers, learners, and public servants.

Thus, he emphasized the urgent need for a clear, unified, and forward-looking national artificial intelligence policy for the public sector to guide the ethical use of AI in government, ensure capacity-building for civil servants, promote responsible deployment of AI systems, and support whole-of-government coordination on AI readiness.
