HINIMOK ni Iligan City Rep. Fredercik Siao ang Commission on Elections na i-exempt sa election spending ban kaugnay sa 2022 elections ang ilang proyekto at programang pang-edukasyon ng gobyerno.

Sinabi ni Siao, chairman ng House Committee on Civil Service and Professional Regulation, na dapat i-exempt sa election spending ban

ng mga proyekto na sumasaklaw sa education funds para sa scholarships, financial assistance, remote learning, limited face-to-face classes, at mga klasrum na bubuksan sa susunod na school year.

Kasama rin sa nais ni Siao na i-exempt ng Comelec ang hindi pa nailalabas na special risk allowance, gayundin ang kompensasyon at benepisyo ng frontliners.

“Instead of seeking exemptions for almost everything, exempt those select few projects deserving of exemption because of the urgent need to meet deadlines and to address critical public service necessities,” pahayag ng kongresista.

“I suggest the agencies already give Comelec the heads up or advance word on which projects will most certainly fall within the election spending ban period,” dagdag pa niya.

Ipinaliwanag ni Siao na pressured ang mga ahensiya na ma-maximize ang kanilang mga proyekto at prorgama bago pa ang ban.

“If they must work in three shifts to cover a 24/7 cycle, they should so that the jobs get done well, on time, no delays,” diin ni Siao.

Umapela naman ang mambabatas sa iba’t ibang ahensiya na mag-double time o triple time sa paggastos ng kanilang 2021 budget at maging ang kanilang carryover 2020 funds upang maraming Pilipino ang makinabang.

“Instead of declaring any yet-unspent funds as savings or returning them to the National Treasury, those should be spent on the originally-intended projects, programs, and services. They should not be for later release at this point because there is no more later after the nine weeks ahead of us,” dagdag ng mambabatas.
