SOLON PUSHES FOR TWO KEY MEASURES AIMED AT ADVANCING QUALITY EDUCATION

/ 27 February 2026

PASIG City Rep. Roman Romulo has pushed two key measures aimed at advancing quality education, focusing on faster classroom construction and improved access to schools in resettlement areas.

Romulo announced that the proposed Classroom Acceleration Program bill has been approved at the committee level by the House Committee on Basic Education and Culture, which he chairs.

The measure seeks to implement alternative and more efficient methods for the construction and repair of public school buildings, with the goal of providing Filipino learners with safe, adequate, and dignified classrooms.

It also aims to address the country’s persistent classroom shortage, which continues to affect thousands of students nationwide.

During the committee hearing, Romulo also pushed for dedicated funding for school furniture, noting that current budget allocations cover only the repair and construction of school buildings.

He stressed that classrooms without proper chairs, desks, and other basic furnishings undermine efforts to improve the quality of education.

In the same hearing, Romulo called on the Department of Human Settlements and Urban Development to ensure that schools are built in 58 resettlement areas identified by the Second Congressional Commission on Education (EDCOM 2) as having no designated school sites.

Because of the absence of nearby schools, students in these communities are reportedly forced to crowd into the nearest public schools or travel long distances just to access basic education.

Romulo emphasized that housing projects without corresponding school facilities fail to fully serve communities.

“Housing without schools is an incomplete promise,” he said, underscoring the need to integrate education infrastructure into government resettlement programs.
