SOLON COMMENDS FORMER 4Ps BENEFICIARY FOR PLACING 2ND IN ELECTRICAL ENGINEERING LICENSURE EXAM

HOUSE Minority Leader Marcelino “Nonoy” Libanan has commended a former beneficiary of the government’s Pantawid Pamilyang Pilipino Program (4Ps) for placing second in the April 2025 Licensure Examination for Registered Electrical Engineers.

Mustufa Rescober Ali, a former monitored student under the 4Ps program, achieved a score of 92.85 percent, securing the second-highest rank among 4,137 successful examinees.

“We warmly congratulate Mustufa on his outstanding achievement, which serves as a powerful symbol of hope and motivation for 4Ps families and their children across the country,” said Libanan, who represents the 4Ps party-list.

“His accomplishment highlights the life-changing impact of education as a true equalizer,” he added.

“No matter one’s circumstances—whether wealthy or underprivileged—access to quality education equips individuals with the tools, knowledge, and opportunities to transform their lives and achieve their goals.”

Libanan also emphasized that education remains one of the most effective means of breaking the cycle of poverty, reducing social inequality, and empowering people to build better futures.

Mustufa, a native of Santa Cruz, Marinduque, recently graduated cum laude from the state-run Rizal Technological University in Mandaluyong City.
