SENATOR URGES PSC TO PROTECT STUDENT-ATHLETES

“LET’S  not treat our athletes like commodities.”

Senator Pia Cayetano issued this strong statement as she called on the Philippine Sports Commission to tighten oversight of sports organizations and uphold the welfare of athletes, coaches, referees, and other sports personnel.

During the Senate Committee on Finance hearing for the PSC’s proposed 2026 budget, Cayetano—author of the Student-Athlete Protection Act (Republic Act No. 10676)—expressed concern over continuing violations of the law among collegiate leagues, particularly the University Athletic Association of the Philippines (UAAP).

Cayetano criticized the UAAP’s transfer rules, which she said unfairly limit student-athletes’ years of eligibility when they move to another school.

“These restrictions go against the intent of the law, which is to protect the rights and academic freedom of student-athletes,” she said.

The senator also condemned the UAAP’s “tiered system” of referee payments, revealing that officials in women’s basketball games are paid less than those officiating men’s matches.

“Such practices remain discriminatory, no matter what they are called,” Cayetano stressed.

A former national athlete herself, Cayetano urged the PSC to take a stronger stance in promoting fairness and inclusivity in Philippine sports.

She called on the commission to protect athletes not only during their playing years but also in their post-athletic careers, ensure gender equality, and collaborate with local government units to improve sports infrastructure nationwide.

“Our athletes deserve respect, equal opportunity, and protection—not exploitation,” Cayetano said. “The PSC must lead the way in creating a sports environment where every athlete, male or female, can thrive with dignity and fairness.”
