SENATOR SEEKS SENATE PROBE ON FALLING DEBRIS FROM QC CONDO THAT KILLED STUDENT

SENATOR Raffy Tulfo has filed a resolution directing the Senate to investigate the incident involving falling cement debris from a condominium building in Quezon City that killed a 12-year-old student, with the aim of strengthening building maintenance and public safety regulations.

In Proposed Senate Resolution No. 78, Tulfo cited the August 12, 2025 incident where three students from Don Roces Science High School were struck by falling debris while walking along a sidewalk beside a condominium.

One of the victims, Grade 7 student Carl Baldonado, sustained fatal head injuries.

According to the victim’s parents, Jason Baldonado and Carla dela Cruz, the case is under investigation by the Quezon City Police District–Criminal Investigation and Detection Unit. Authorities are looking into at least four possible liable parties.

Preliminary reports indicated that the damage may have been caused by the improper installation of an antenna by a telecommunications company that previously leased a unit in the building, raising concerns about structural integrity. This has created confusion over liability—whether it falls on the developer, the condominium management, the telecom company, or the unit owner/lessor.

Tulfo stressed that the incident exposes gaps in the enforcement of building codes, maintenance standards, and accountability measures for condominium corporations and property owners, particularly regarding public safety along sidewalks and common areas.

As an immediate safety measure, Tulfo recommended that the Quezon City Engineering Office require the installation of a safety net or canopy around the building to protect pedestrians, a move supported by local officials.

The senator noted that under the Civil Code of the Philippines, condominium owners are responsible for ensuring their property does not endanger public safety. He warned that negligence in upkeep and failure to regulate alterations made by tenants or lessees could lead to tragic consequences.

Tulfo’s resolution calls on the Senate to craft stricter laws and safeguards to guarantee building safety, reinforce accountability among developers, property owners, and lessees, and prevent similar accidents in the future.
