SENATOR SEEKS IMPROVED QUALITY ASSURANCE, DEEPER ANALYSIS OF LICENSURE EXAMINATION FOR TEACHERS

/ 20 February 2026

SENATOR Sherwin Gatchalian is pushing for reforms to improve the quality assurance and analysis of test items in the Board Licensure Examination for Professional Teachers (BLEPT).
Under Senate Bill No. 52, which seeks further amendments to the Philippine Teachers Professionalization Act of 1994 (Republic Act No. 7836), Gatchalian proposes the release of licensure examination questions and answers to the Teacher Education Council (TEC). The council is tasked with improving teacher education and training nationwide.
“This will enable the TEC to conduct a deeper analysis of the issues and challenges faced by our Teacher Education Institutions. It’s important for the TEC to have access to licensure exam results so they can recommend adjustments to the curriculum,” Gatchalian said.
The measure also calls for the release of test questions, corresponding answers, and performance reports of Teacher Education Institutions within 15 days after results are released.
Additionally, the Second Congressional Commission on Education proposes engaging qualified test item writers, reviewers, and assessment experts trained in curriculum standards and educational assessment.
