SENATOR SEEKS AMENDMENTS TO PHILIPPINE TEACHERS PROFESSIONALIZATION ACT

/ 17 November 2025

SENATOR Raffy Tulfo is pushing for amendments to the Philippine Teachers Professionalization Act of 1994.

In Senate Bill 1466, Tulfo noted that the 1994 law was enacted to uphold and enhance the quality of education through proper supervision and regulation of the licensure examination and the professionalization of the teaching profession.

He said the law created the Board for Professional Teachers, under the supervision of the Professional Regulation Commission, to promote, develop, and professionalize the teaching sector while overseeing the licensure process.

Tulfo’s bill seeks to further advance teacher professionalization by incorporating demonstration teaching and other practical components into the evaluation process alongside written examinations.

The measure also proposes additional pathways for registration and licensure beyond the traditional Board Licensure Examination for Professional Teachers, widening access for experienced educators and graduates of accredited teacher education programs seeking eligibility for basic education teaching.

The bill additionally raises the qualification requirements for members of the Board, mandating at least a master’s degree in education or its equivalent.
