SENATOR Raffy Tulfo pushed the passage of a measure that will enable and harness the full potential of out-of-school youth.

Tulfo’s Senate Bill 2059 or the proposed Magna Carta of the Out-of-School Youth aims to empower the out-of-school youth through social protection that will enable them to develop their full potential and motivate them to contribute to nation-building.

The bill also seeks to provide them an alternative learning system, entrepreneurial education, free technical or vocational education and employment and economic opportunities.

The senator stressed the need to recognize the rights of out-of-school youth in the society.

Under the measure, the State shall promulgate measures to achieve objectives to inspire and encourage the out-of-school youth to contribute to nation building.

The bill also seeks to give full support to the improvement of the total well-being of out-of-school youth by providing educational development and employment.
