SENATOR PUSHES FOR MONTHLY ALLOWANCE FOR ALL STUDENTS
SENATOR Loren Legarda is pushing for a measure that would provide a monthly ₱1,000 allowance to every Filipino student—from Kindergarten to college.
Her proposed National Student Allowance Program Act complements a similar measure filed in the House by her son, Congressman Leandro Legarda Leviste, highlighting their shared advocacy for inclusive and accessible education.
The proposed monthly allowance will be granted to all enrolled Filipino students who meet minimum attendance requirements, helping cover essential school-related expenses such as food, transportation, and supplies.
Disbursement will be through student cards or digital vouchers, usable at accredited vendors like school canteens, transportation providers, and supply retailers—ensuring the funds are spent on legitimate educational needs.
“This is not just ayuda or short-term relief. This program is grounded in the belief that investing in every Filipino student is investing in the nation’s present and future,” Legarda said.
The use of digital vouchers or student cards, she added, minimizes corruption and ensures equitable access to assistance for all students nationwide.
The bill also promotes digital financial inclusion by enabling student cards to serve as basic savings or e-wallet accounts—encouraging responsible budgeting habits and secure financial transactions.
To ensure the program’s sustainability, the bill tasks the Department of Finance to formulate a long-term Sustainability Framework and conduct an actuarial analysis every five years to monitor cost trends and demographic shifts.
The proposed NSAP is expected to benefit over 30 million students nationwide and reinforce the government’s constitutional mandate to make quality education truly accessible for all.
