SENATOR Risa Hontiveros has filed a measure that would prohibit educational institutions from unreasonably withholding students’ official school records.

Senate Bill 1964, also called the Right to Student Records Act, aims to provide a mechanism that allows students facing financial difficulties to access their school records, even if they have outstanding balances.

“Financial constraints remain a significant barrier to completing education,” Hontiveros said. “Studies show that economic difficulties are among the leading causes of student dropouts in the Philippines, affecting both basic and higher education.”

The senator added that some institutions have also withheld records for unjustified reasons, such as blocking students from transferring to other schools.

The proposed law would allow parents, guardians, students, and former students to file complaints with the relevant educational authorities. It also institutionalizes the authority of the Department of Education, Commission on Higher Education, and Technical Education and Skills Development Authority to investigate violations, impose administrative penalties, and ensure compliance.
