SENATOR: NO LEARNERS WITH DISABILITIES SHOULD BE LEFT BEHIND
MANILA — In observance of National Disability Rights Week, Senator Sherwin Gatchalian on Saturday (29 July 2025) called for stronger implementation of inclusive education policies, emphasizing that learners with disabilities deserve equal opportunities to learn, grow, and succeed.
“As we celebrate National Disability Rights Week, we must uphold the welfare of learners with disabilities,” Gatchalian said.
“Despite the challenges they face, let us help them achieve their dreams. Sa kabila ng mga hamon, may kakayahan silang mangarap at magtagumpay. Tungkulin nating tulungan silang makarating doon. Walang maiiwan. Walang mapag-iiwanan,” he added.
Gatchalian, principal author and sponsor of Republic Act No. 11650, or the Inclusive Education Act, urged government agencies, schools, and local government units to fully implement the landmark law, which ensures access to free, appropriate, and quality education for learners with disabilities.
“Let us fully and faithfully implement Republic Act 11650, which mandates accessible, equitable, and quality education and support services for learners with disabilities. Laws are meaningless unless they are enforced,” he stressed.
RA 11650 requires the establishment of inclusive learning resource centers nationwide and the provision of individualized support services, such as assistive devices, appropriate learning materials, and trained personnel. It also mandates an Inclusive Education Monitoring and Evaluation Framework to track progress and ensure accountability.
Gatchalian emphasized that inclusive education is not just a legal obligation but a moral responsibility.
“Our learners with disabilities deserve an environment where they are respected, supported, and empowered to reach their full potential. We must break barriers and build systems that work for all learners,” he said.
