SENATOR HAILS RATIFICATION OF BICAM REPORT ON CAREER PROGRESSION SYSTEM FOR TEACHERS

SENATOR Sherwin Gatchalian hailed the ratification of the bicameral conference committee report on the Career Progression System for Public School Teachers and School Leaders Act — Senate Bill No. 3000 and House Bill No. 10270 — which aims to expand career prospects in teaching and school administration.

The ratified measure institutionalizes the Career Progression System for public school teachers and leaders to promote their professional development and career advancement.

Under the new system, the Department of Budget and Management is mandated to create additional teaching position titles, including Teacher IV, Teacher V, Teacher VI, Teacher VII, Master Teacher V, Master Teacher VI, and School Principal V.

Teachers and school leaders will be promoted through natural vacancy or reclassification of positions, based on merit, fitness, and competence, in line with established professional standards.

The measure also supports non-hierarchical promotions.

“Sa pamamagitan ng panukala nating malapit nang maisabatas, mapapalawak natin ang mga oportunidad para sa pag-angat ng karera ng ating mga guro at mga school leaders,” said Gatchalian, sponsor and co-author of the measure.
