SENATOR FILES BILL TO ESTABLISH MULTI-PURPOSE INNOVATION, LEARNING HUBS
SENATOR Jinggoy Estrada has filed a measure seeking to establish multi-purpose innovation and learning hubs in clustered municipalities and component cities.
Under Senate Bill No. 2481, or the proposed Innovation and Learning Hubs Act, Estrada said the government seeks to support the development of innovation ecosystems into dynamic networks that generate more and better-quality jobs.
The proposed legislation seeks to establish Multi-Purpose Innovation and Learning Hubs (MILH) as inclusive and future-ready knowledge centers that will provide communities with access to information, skills training, and digital literacy.
The MILH is envisioned to modernize public libraries by equipping them with facilities and amenities suited to the demands of the digital age.
Aside from printed materials, the hubs would provide digital resources, access to online learning platforms, open-source educational software, and other non-traditional modes of training and instruction.
The MILH would also house an Innovation and Startup Corner, in line with Republic Act No. 11337, or the Innovative Startup Act.
It would likewise feature a Training and Community Learning Area with multi-use spaces for workshops, tutorials, and sessions on career development, financial literacy, and technology skills.
