ISINUSULONG ni Leyte 5th District Rep. Carl Nicolas Cari ang panukala sa pagbibigay ng scholarship mula elementarya hanggang kolehiyo sa mga anak ng mga yumaong public safety officer.

Layon ng House Bill 4632 o ang proposed Fallen Heroes Scholarship for the Youth Act na inihain ni Cari na matiyak ang tuloy-tuloy na pag-aaral ng mga anak o iba pang benepisyaryo ng mga public safety officer.

Ipinaliwanag ng kongresista na kasama rito ang mga anak at benepisyaryo ng mga bumbero, pulis, sundalo at maging ng mga natural calamities emergency responder.

“Giving the immediate dependents of our fallen heroes a legal demandable right to public education is our country’s way to remember and appreciate the bravery and selfless service of our men and women killed/ died in the line of duty while protecting the sovereignty of our territory and enforcing the laws of the Philippines and/or responds to natural calamities and disasters,” pahayag ni Cari sa kanyang explanatory note.

Sinabi ni Cari na kadalasan sa hindi inaasahang kamatayan ng isang public safety officer, nahihirapan na ang pamilyang naiwan na ipagpatuloy pa ang pag-aaral ng mga dependent dahil sa problemang pampinansiyal.

“Our first responders make sacrifices for communities across our couontry and beyond on a daily basis. Our government has a deep and abiding obligation to the immediate dependents/children of ‘heroes’ who have made the ultimate sacrifice,” pagbibigay-diin pa ng mambabatas.

Alinsunod sa panukala, maglalaan ng inisyal na P100 milyong pondo para sa implementasyon ng scholarship program na pamamahalaan ng Department of National Defense, Department of the Interior and Local Government, Department of Education at Commission on Higher Education.
