ISINUSULONG ni Isabela 5th District Rep. Faustino Michael Carlos Dy III na isama sa curriculum ng primary at secondary schools ang responsableng paggamit ng internet, video at photo equipment, smart phones at mga kahalintulad na gamit.

Sa House Bill 2671 o ang proposed Responsible Use of the Internet Act, binigyang-diin ni Dy ang kahalagahan na maprotektahan ang mga kababaihan at kabataan sa anumang uri ng pang-aabuso sa internet.

“Children by their innocence about the ways of the world, are surely vulnerable, and while many Pinays are successful and productive professionals, there are many women who are also exposed to various kinds of risk,” pahayag ni Dy sa kanyang explanatory note.

Ipinaalala pa ng kongresista sa kanyang panukala na signatory ang Filipinas sa United Nation’s Convesntion on the Rights of the Child at sa Convention on the Elimination of all Forms of Discrimination Against Women.

Bagama’t may mga batas nang ipinatutupad ang gobyerno na nagbibigay proteksiyon sa nga bata at babae, iginiit ni Dy na kailangan ng responsableng paggamit ng teknolohiya.

Batay sa panukala, mandato ng Department of Education, katuwang ang Departments of Social Welfare and Development at Science and Technology na bumuo ng mga konsepto at modules para sa tamang paggamit ng internet, video/photo equipment, at smart phones para sa curricula ng primary at secondary schools.

Kasama sa bubuuing learning materials ang pagrespeto at proteksiyon sa privacy, pag-unawa sa computer security system, online gender sensitivity, tamang paggamit ng social networking at Cybercrime Prevention Act.
