ISINUSULONG ni Quezon City Rep. Precious Hipolito Castelo ang panukala na magtatakda ng uniform qualification standard sa lahat ng guro sa kolehiyo at unibersidad.

Sa kanyang House Bill 2921 o ang proposed Uniform Qualification Standards for Teachers in Colleges of Universities Act, iginiit ni Castelo na mandato ng estado na tiyakin ang dekalidad na edukasyon para sa lahat.

“It is important to prescribe qualifications standards that would in turn determine their position classification for pusposes of the salary scale they rightfully deserve, whether they teach in government-funded colleges or universities or those privately-run,” pahayag ng mambabatas sa kanyang explanatory note.

Saklaw ng panukala ang lahat ng guro sa kolehiyo o unibersidad, maging pribado man o state colleges and universities.

Batay sa panukala, ang minimum educational qualification para sa teacher-applicants ay dapat na bachelor’s degree sa field of specialization na ituturo para sa undergraduate level; master’s degree sa graduate level; at doctoral degree sa post-graduate level.

Ang mga guro na magtatrabaho sa loob ng apat na oras kada araw ay bibigyan ng regular renumeration.

Mandato naman ng Commission on Higher Education, katuwang ang Professional Regulation Commission, na bumalangkas ng mga patakaran at regulasyon para matiyak ang pagpapatupad ng standard qualifications.
