ISINUSULONG ni Senador Sonny Angara ang pagpapalakas sa Philippine Library System upang makatugon sa mga pangangailangan sa kasalukuyang panahon.

Sa paghahain ng Senate Bill 1879, nais ni Angara na amyendahan ang Republic Act 7743 o ang batas kaugnay sa pagtatayo ng congresssional, city at municipal libraries, gayundin ng barangay reading centers sa buong bansa.

Sinabi ni Angara na dahil sa Covid19 pandemic, dapat nang amyendahan ang batas at tiyakin na ang lahat ng public library at reading centers sa bansa ay may latest information management system.

“In particular, we aim to underscore that in a time of social distancing and strict health protocols, public libraries and reading centers should not only continue lending out reading materials –physical or digital — but also provide other services that would benefit the community,” pahayag ni Angara sa kanyang explanatory note.

Binigyang-diin ng senador na kabilang sa mga serbisyong dapat ilagay sa mga public library at reading centers ang free wifi, affordable rentals ng ICT equipment tulad ng smartphones, tablets, laptops, desktop computers at mobile wifi hotspots.

Maaari ring isama ang webinars at online training modules para sa reskilling at upskilling.

“We also intend to underscore that public libraries and reading centers should actively participate in the preservation of local heritage and history. In this way, they become crucial to promoting nationalism, socio-civic consciouness, and harmony throughout the community,” dagdag ni Angara.

Alinsunod din sa panukala, ang pondo para naman sa National Library ay itataas sa P500 milyon kada taon para sa electronic library system.
