ISINUSULONG nina 1Pacman Partylist Representatives Enrico Pineda at Michael Romero ang panukala na gawing libre ang professional examinations sa mga qualified indigent.

Sa kanilang House Bill 1941 o ang proposed Free Professional Examinations Act, nais ng mga mambabatas na mabigyan ng pantay na oportunidad ang mga kuwalipikadong indigent para sa employment.

Binigyang-diin nina Pineda at Romero na ang edukasyon ang pundasyon para sa kinabukasan.

“The government has endeavoured on ways to provide its youth with every opportunity to access free primary, secondary and even tertiary education so as to assure that the young will have greater chance to become professionals themselves,” pahayag ng dalawang kongresista sa explanatory note.

Gayunman, sinabi nina Pineda at Romero na hindi sapat ang pagtatapos sa pag-aaral para sa mas magandang employment environment ng kabataan at sa halip ay kailangang ipasa ang professional examination.

“For an indigent graduate who had pinned all hopes for a brighter future in this journey to a professional career, the government as the administrator of these professionals examinations should not make this exercise of regulation a hindrance,” diin pa ng mga mambabatas.

Sa panukala, magiging libre sa qualified indigents ang pagkuha ng mga eksaminasyon ng Professional Regulations Commission, Civil Service Commission o maging ng Supreme Court of the Philippines.

Kailangan lamang magpakita ng sertipikasyon mula sa Department of Social Welfare and Development ang isang aplikante para makapag-avail ng benepisyo.

Ang benepisyo ay limitado lamang sa isang beses na pagsusulit kada taon.
