ISINUSULONG ni Kabayan Partylist Rep. Ron Salo ang panukala para ideklara ang Philippine Public Safety College bilang national institution para sa public safety and homeland security ed-ucation, training at research.

Sa House Bill 960 o ang Philippine Public Safety and Homeland Security College Charter, binig-yang-diin ni Salo na itinatag ang PPSC para maging premier educational institution sa training, human resource development at continuing education sa lahat ng uniformed personnel.

“In the 21st century environment, public safety and security issues and concerns are wide-ranging, sophisticated and daunting,” pahayag ni Salo sa kanyang explanatory note.

“Pandemics, natural disaster, climate change, transnational organized crimes, terrorism and vio-lent extremism, cybercrime, protection of critical infrastructures, biosafety hazards and other emerging threeats expand the domains of public safety and bring into fore a more comprehen-sive and negative homeland security orientation for the country,” dagdag pa ng kongresista.

Alinsunod sa panukala, magsisilbi ang Philippine Public Safety and Homeland Security College bilang pangunahing institusyon para i-professionalize ang mga tauhan ng Philippine National Po-lice, Bureau of Fire Protection at Bureau of Jail Management and Penology at iba pang public safety, law enforcement at security sector institutions.

Mangunguna rin ang institusyon sa pagtatakda ng academic standards para sa Public Safety and Homeland Security Leadership and Management, Law Enforcement, Criminal Justice Sys-tem, Cybersecurity, Community Policing, Forensic Science, Counter-Terrorism and Insurgency, Civil Defense and Emergency Preparedness, Crisis Managements, Contigency Planning, Fire Engineering and Safety, Corrections and Rehabilitation Management, Border Security, Human Rights at International Humanitarian Law.

Nakasaad pa sa panukala na pagkakalooban ng academic freedom at institutional autonomy ang institusyon para sa mas epektibong pagtuturo ng mga kurso at programa.
