NAIS ni PBA Partylist Rep. Jericho Jonas Nograles na buuin ang Philippine Commission on Children upang mapalakas pa ang pagbibigay proteksiyon sa karapatan ng mga kabataan.

Sa House Bill 4513 o ang proposed Philippine Commission on Children Act, pinabubuwag na ni Nograles ang Council for Welfare of Children at palitan ito ng komisyon.

Isinusulong din ni Nograles sa panukala ang pagbalangkas ng ugnayan sa pagitan ng mga ahensiya ng gobyerno at ng non-government agencies, gayundin sa regional at local level sa pamamagitan ng Local Councils for the Protection of Children sa barangay, municipal, city at provincial levels.

“Over the years, emerging issues have increased the vulnerability of children to all forms of harm, abuse, exploitation, and violence. Several policies, programs, and mechanisms have been formulated and implemented to address this,” pahayag pa ni Nograles sa kanyang explanatory note.

Alinsunod sa panukala, ang itatayong komisyon ay direktang nasa ilalim ng Office of the President.

Magkakaroon din ng Board of Commission ang komisyon na itatalaga ng Pangulo na bubuuin ng mga kalihim ng Departments of Agriculture, Education, Health, Interior and Local Goverbment, Justice, Labor and Employment at Social Welfare and Development.

Pangunahing layunin ng komisyon ang bumalangkas ng polisiya at priorities para sa child promotion at development programs at hikayatin ang mas marami pang kabataan na makilahok sa mga programa at proyekto.
