NANINIWALA si Kabayan Partylist Rep. Ron Salo na kailangang sumabay ang Filipinas sa international trends and standards, partikular sa mga usapin sa edukasyon  upang hindi mapag-iwanan ang mga estudyante sa globalisasyon.

Dahil dito, inihain ni Salo ang House Bill 1362 o ang proposed Transnational Higher Education Act na naglalayong palawakin ang access sa educational services sa pamamagitan ng partnership sa dayuhang higher education institutions.

Binigyang-diin ni Salo na magkakaiba ang kalidad ng edukasyon sa bawat bansa depende sa pamamaraan, pasilidad, available resources kasama na rin ang norms, culture at tradition.

“In the advent of globalization, it is essential that the gaps and differences of the quality of education be closed in order for those countries that are lagging behind to keep up, or at least emulate, the trends of developed countries,” pahayag ni Salo sa kanyang explanatory note.

Binigyang-diin ng mambabatas na kung magkakaroon ng partnership ang Filipinas ibang bansa ay mapag-aaralan nito ang best practices ng iba’t ibang insititusyon at maaari ring ipatupad.

“By entering into partnerships and other collaborative arrangements with reputable universities from around the globe through transnational education, the Philippines will be able to attract a flow of talented faculty and international students who pay fees ad contribute to the economy, with potential benefits of its research and development base,” dagdag ni Salo.

Iginiit ni Salo na sa pamamagitan ng transnational education ay magkakaroon ng access ang mga local student na hindi kayang bumiyahe sa ibayong dagat para sa pinakamahuhusay na foreign universities.
