MATAPOS ang diskusyon sa ilang committee hearings at pagbuo ng technical working group, inaprubahan na ng House Committees on Basic Education and Culture at Higher and Technical Education ang panukala para sa pagpapalakas sa Teacher Education Council.

Sa joint virtual hearing ng dalawang komite na pinangunahan nina Reps. Roman Romulo at Mark Go, iniisa-isa rin ang mga rekomendasyon ng iba’t ibang sektor para sa pagbibigay ng dagdag na kapangyarihan sa TEC.

Sa panukala, aamyendahan ang Republic Act 7784 o ang An Act to Strengthen Teacher Education in the Philippines by Establishing Centers of Excellence, Creating a Teacher Education Council for the Purpose, Appropriating Funds Therefore, and for Other Purposes.

“There is a need to enhance the TEC in order for it to be able to properly respond to the exigencies of the present. Through this measure, we will be able to raise and maintain the necessary level of efficiency and productivity of our teachers in delivering the quality of education that our learners deserve,” pahayag ni Romulo sa kanyang explanatory note.

Isa naman sa napagkasunduan ang pagbabago sa komposisyon ng TEC kung saan isasama ang mga guro ng basic education, school leaders, deans ng college education, faculty ng iba’t ibang unibersidad, kasama ang kinatawan ng Commission on Higher Education, Department of Education, Technical Education and Skills Development Authority at Professional Regulation Commission.

Kasama naman sa isinumiteng rekomendasyon ng Coordinating Council of Private Educational Associations sa pamamagitan ng kanilang Managing Director na si Atty. Joseph Noel Estrada na isa sa magiging kapangyarihan ng TEC ang registration at paghawak ng roster ng education institutions.

Isa naman sa binigyang-diin ni Romulo sa panukala ang pagbuo ng scholarship program para sa student teachers upang mahikayat ang mga ‘top caliber’ student sa teaching profession.

Magkakaroon din ng scholarship program sa incoming undergraduate students at career shifters para sa education program.

Isusumite rin ang panukala sa House Committee on Appropriations para sa approval bago isalang sa plenary debates.
