SINABI ni Department of Education Undersecretary Annalyn Sevilla na naglaan ng P4.37 bilyon ang kagawaran para sa cash allowance ng mga guro sa mga pampublikong paaralan para sa School Year 2021-2022.

“There is cash allowance of P5,000 per school year for teachers with teaching load for school year 2021-2022 as approved in General Approriation Act 2021,” tugon ni Sevilla nang tanungin ng mga mamamahayag kung anong suporta ang ibinibigay ng ahensiya sa mga guro para sa implementasyon ng distance learning ngayong panahon ng pandemya.

Ayon kay Sevilla, ang appropriated na P5,000 cash allowance ay sumasaklaw sa annual medical at physical examination expense, internet at iba pang communication expenses, at pagbili ng teachning supplies at materials para sa implementasyon o pagsasagawa ng iba’t ibang modes of learning delivery.

Dagdag pa ng opisyal na bukod sa cash allowance ay nakatatanggap din ang mga guro ng tig-P1,000 tuwing World Teachers‘ Day na ibinibigay sa kanila ng hindi mas maaga sa Oktubre 5 ng bawat taon.

Sinabi rin ni Sevilla na tuloy-tuloy ang reimbursement ng P300 per month communication expense.

“We don’t require them to submit report on actual disbursement/payment because DepEd units use its own funds and report respectively to its corresponding Deparetment of Budget and Management and Commission on Audit units,” sabi ni Sevilla.

“We consulted COA about the difficulty in submission of liquidation reports for the 300/month actual communications expense individually, and COA has advised us to use other COA circulars to cover accountability mechanism and reporting. We are working on this and will issue new guidelines on liquidation once we get concurrence,” dagdag pa ng opisyal.

Samantala, ibinibigay naman sa mga guro ang school maintenance and other operating expenses para i-cover ang ilang pangangailangan para sa minimum health standards katulad na lamang ng pagbili ng mga face mask, face shield, alcohol, disinfectant, at iba pa para sa taong ito na may regular funding na P28 bilyon at karagdagang P4 bilyon.

Mayroon ding probisyon para sa self-learning modules (P16.6 bilyon); DepEd computerisation program (P5.98 bilyon); at human resource development (P1.8 bilyon).
