Isa pang panukala laban sa ‘No Permit, No Exam’ policy ang isinusulong sa Mababang Kapulungan ng Kongreso upang matiyak na lahat ng estudyante ay mabibigyan ng oportunidad para sa dekalidad na edukasyon.

Inihain ni Bukidnon Rep. Manuel Antonio Zubiri ang House Bill 9374 o ang proposed Banning a No Permit, No Exam Policy Act.

Ipinaliwanag ni Zubiri na patuloy ang pagtaas ng matrikula at iba pang bayarin sa mga paaralan kaya dapat matiyak na walang batang mapagkakaitan ng pagkakataong makakuha ng pagsusulit dahil lamang sa problema sa pera.

“Considering the other expenses a family has to spend on, it has become difficult for some parents to pay for their children’s tuition fee on time,” pahayag ni Zubiri sa kanyang explanatory note.

“It is the hope of this bill to ease the worry of parents with respect to their children’s education and ultimately protects every student’s right to education as they continue to learn, grow, and participate in and outside of school,” dagdag pa ni Zubiri.

Batay sa panukala, ipagbabawal sa lahat ng paaralan ang pagpapatupad ng ‘No Permit, No Exam’ policy na maglilimita sa karapatan ng mga estudyante sa pagkuha ng pagsusulit.

Nakasaad pa sa House Bill 9374 na sinumang educational institution official o employee kasama ang deans, coordinators, advisers, professors, instructors, principals, teachers at iba pang concerned individual na mapatutunayang lumabag sa batas ay magmumulta ng P20,000 hanggang P50,000.

Base rin sa panukala, mandato ng Department of Education, Technical Education and Skills Development Authority at Commission on Higher Education na magpalabas ng implementing rules and regulations para sa batas.
