NAIS ni Baguio City Rep. Mark Go na huwag nang ituloy ang implementasyon ng mother tongue-based multilingual education sa Kindergarten hanggang Grade 3.

Sa House Bill 6405, pinaaamyendahan ni Go ang Republic Act 10533 o ang Enhanced Basic Education Act of 2013 at alisin ang probisyon kaugnay sa mandatory use ng regional languages bilang primary medium of instruction sa Kindergarten hanggang Grade 3.

Inaprubahan ang batas noong 2013 na nagsasaad din ng transition program o ang unti-unting pagtuturo gamit ang medium na Filipino at English sa Grade 4 hanggang Grade 6.

“While the intentions of the law to develop the country’s regional languages and make education more accessible and learner-oriented are noble, the Philippine educational system is confronted with several realities that make the current use of the mother tongue as medium of instruction counterproductive,” pahayag ni Go sa kanyang explanatory note.

Sa virtual hearing kaugnay sa panukala, sinabi ni Go na nakatanggap siya ng reklamo mula sa mga magulang na taliwas sa pangako ng batas, hindi lahat ay may ginagamit na textbooks na nakasalin sa kanilang regional language.

Iginiit pa ni Go na nagkakaroon din ng problema sa native language na gagamitin sa pagtuturo dahil hindi naman lahat ng estudyante ay alam ang naturang dayalekto.

Sinabi ni Go na batay na rin sa pahayag ng Komisyon sa Wikang Filipino, may 130 Philippine languages na ginagamit sa buong bansa.

“The formative years of the students from Kindergarten to Grade 3 are crucial in preparing them for personal and academic development. Ultimately it is the development of the learners that would suffer when we impose the mandatory use of the mother tongue when the teachers themselves are not equipped to teach using the mother tongue, and the learners are more competent with using Filipino or English,” pahayag pa ni Go.

Inatasan naman ng komite ang Department of Education na isumite sa kanila ang mga pag-aaral at accomplishment sa implementasyon ng mother tongue-based multilingual education.
