UPANG mabigyan ng pantay na oportunidad ang mga residente sa Mindanao, isinusulong ni Cagayan de Oro Rep. Rufus Rodriguez ang panukala para sa pagtatayo ng Mindanao Institute of Good Governance.

Sa House Bill 3748 o ang proposed Mindanao Institute of Good Governance Act, ipinaliwanag ni Rodriguez na sa kasalukuyan ay nakasentro lamang sa Metro Manila ang mga institute para sa good governance.

Sinabi ni Rodriguez na nangangahulugan ito na ang mga enrollee mula sa Mindanao ay kinakailangan pang bumiyahe patungong Metro Manila para lamang magkaroon ng access sa quality education at training.

Inihalimbawa ng kongresista ang National College of Public Administration and Governance sa University of the Philippines na mayroon ding Center for Local and Regional Governance.

“The NCPAG is where almost all officials of the government enroll in,” pahayag pa ni Rodriguez sa kanyang explanatory note.

Batay sa panukala, ang itatayong Mindanao Institute of Good Governance ay isasailalim sa Commission on Higher Education para sa budgetary purposes.

Itatayo ito sa University of the Science and Technology of Southern Philippines-Cagayan de Oro campus.

“It shall provide graduate and post-graduate degree courses and non-degree certificate and diploma courses, and short-term training in management and good governance to directors, managers and other officials of the different government agencies and offices, local chief executives, other local government officials, chief executive officers and senior staff of government-owned and controlled corporations, and heads of educational and financial institutions in Mindanao,” nakasaad pa sa panukala.

Layon ng institusyon na magbigay ng programa para sa mga local manager sa Mindanao at magkaroon ng training facility para sa capability-building at pagpapalakas ng mga kapasidad at kaalaman.
