TINIYAK ni Education Secretary Leonor Briones na handa pa rin ang mga guro na magsilbi sa eleksiyon sa 2022, anumang sistema ang ipatutupad.

Ito ay sa gitna ng mga panukala na pahabain ang voting hours o gawin itong dalawang araw dahil pa rin sa epekto ng Covid19 pandemic.

Sa budget hearing sa Senado, sinabi ni Briones na batay sa kasaysayan, kasama na sa sistema ng mga guro ang pagsisilbi sa halalan bagama’t ito ay boluntaryo lamang dapat.

Idinagdag ng kalihim na kada eleksiyon, lumilitaw na hindi na boluntaryo ang sistema dahil halos lahat ng 900,000 na guro ay nagnanais na maglingkod maliban lamang sa mga physically unable.

Gayunman, umapela si Briones na dapat na tiyakin din ng gobyerno na maibibigay ang sapat na proteksiyon sa mga guro sa kanilang pagsisilbi sa halalan.

“We have 900,000 teachers and during the last election, the law provides that volunteering, I mean participation in the electoral process which is provided by law has to be voluntary. If you go by the experience of last year’s elections, practically all, except those unable physically to participate, volunteered to participate in the electoral process,” paliwanag ni Briones.

“It has become part of tradition that the teachers are trusted and they live up to this very high level of trust. Based on the earlier records, halos 100% except for those physically unable to participate. So I would imagine that if there is a decision, especially if it is covered by law, our teachers will participate,” dagdag pa ng kalihim.

Naniniwala rin ang opisyal na sapat ang bilang ng mga guro para maglingkod sa halalan subalit kung kakailanganin naman ng suporta ay maaari pa ring kumuha ang Commission on Elections ng makakatuwang mula sa  ibang sektor.

“The law also provides that if the number of teachers will not be sufficient then other sectors of society can also be recruited or brought in. But the usual preference of course is for teachers because they have this much experience in doing this and they know what are the risks involved,” diin pa ng kalihim.
