SA LAYUNING maparami pa ang highly skilled at highly-hireable technical-vocational graduates, isinusulong ni Albay Rep. Joey Salceda ang pagtatayo ng Meister Schools sa bansa.

Sa paghahain ng House Bill 6287 o ang proposed Meister Schools Act, iginiit ni Salceda na dapat maging bahagi ng comprehensive education reform agenda ang pagkakaroon ng specialized senior high schools para sa mga highly-technical skills na tugma sa manufacturing at iba pang high value industries.

Ibinatay ni Salceda ang panukala sa technical-vocational schools sa Korea na pinagmumulan ng mga meister o master-craftsmen.

“In Korea, the effects that Meister Schools had were dramatic. 85 percent placement of the first batch/generation of those who signed employment contracts,” pahayag ni Salceda sa kanyang explanatory note.

Ipinaliwanag ng kongresista na sa unang dalawang taon ng implementasyon sa Korea, tumaas ang employment rate ng vocational high school graduates mula 19 percent noong 2010 patungong 42 percent noong 2012.

Sinabi ni Salceda na isa sa layunin ng kanyang panukala ay mapataas ang estado ng technical and vocational education sa Filipinas at magkaroon ng maraming highly-skilled, highly-hireable tech-voc graduates na walang college degrees.

Batay sa panukala, magtatayo ng Meister School sa bawat rehiyon na pinaglalaanan ng pondo na kahalintulad sa National High Schools.

“Meister schools shall be senior high schools where courses for highly-specialized, highly-order industrial and technical skills shall be taught, with the objective of producing graduates who can find employment in highly-technical, high-skill functions in the manufacturing and other high-value industries, such as energy, machinery, mechatronics and telecommunications,” nakasaad pa sa panukala.

Bibigyan din ng awtonomiya ang mga Meister School sa kanilang curriculum, facility at development ng mga nauugnay na industriya.

Exempted naman sa anumang civil service examination o regulations ang mga kukuning professors, instructors o iba pang faculty members para sa Meister Schools.

Nakasaad din sa panukala na tulad ng national high schools, hindi rin maniningil ng tuition at iba pang bayarin ang Meister Schools.
