KUMBINSIDO ang House Committee on Public Accounts na kailangan ang mas mahigpit na regulasyon at public standards sa paglilimbag ng mga textbook at iba pang learning materials upang matiyak ang pagkatuto ng mga estudyante.

Sinabi ni Committee Chairman Jose ‘Bonito’ Singson Jr. na bukod pa ito sa pagpapatupad ng mga parusa laban sa mga nagkakamali sa pag-imprenta ng mga learning material, sinasadya man o hindi.

Iginiit ni Singson na hindi pa rin sila kuntento sa aksiyon ng Department of Education sa pagtiyak na ‘error-free’ ang mga learning material para sa basic at secondary education students.

“Basically, the DepEd has not assured us that its quality assurance teams are effective. These have been in place before yet errors were still committed,” pahayag ni Singson.

“We cannot allow our youth to learn a mistake and grow with it. For us to ensure that errors are not published, we have to take stronger measures to address the situation,” dagdag pa ng kongresista.

Pinag-aaralan na rin ng komite ang sinasabing paglabag ng DepEd sa Republic Act 8047 o ang Book Publishing Industry Development Act.

Ito ay nang kumpirmahin ni Commission on Audit Supervising Auditor Job Aguirre na patuloy ang hindi pagtugon ng DepEd sa mga probisyon ng RA 8047 na nagtatalaga ng National Book Development Board at private sector para sa paglilimbag at pamamahagi ng mga libro sa elementary at secondary education.

“We confirm and we still maintain that they (DepEd) continuously violate RA 8047. But we believe that this problem can be resolved by the passage of an enabling law,” diin ni Aguirre.

Hindi rin matanggap ni 1Sagip Partylist Rep. Rodante Marcoleta ang patuloy na paglabag ng DepEd sa report ng COA.

“We will certainly make recommendations to make accountable all those who are responsible for any violation of an existing law,” dagdag ni Singson.
