MANILA ENFORCES LIQUOR BAN NEAR 2025 BAR EXAM SITES

MANILA Mayor Isko Moreno Domagoso has issued Executive Order No. 41, implementing measures to maintain order and minimize distractions around the University of Santo Tomas and San Beda University during the 2025 Bar Examinations.

“This is to maximize the concentration and focus of bar examinees as they take this milestone in their lives,” the order stated.

The directive prohibits the sale and consumption of alcohol within a 500-meter radius of both universities from September 6 to midnight of September 8; September 9 to midnight of September 12; and September 14 to midnight of September 16.

The measures also aim to limit foot traffic and other disturbances near the examination venues.

Noise control provisions under Section 3 ban the use of videoke, karaoke, loudspeakers, and other sound-emitting devices—whether electrical, mechanical, or manual—within the restricted zones during the dates specified in Section 2, according to the Manila Public Information Office.

“Individuals or groups causing loud or unnecessary noise will also be barred to protect examinees’ concentration,” the order stated. Under Section 4, disruptive activities such as political rallies, parades, “salubong” events, parties, concerts, and other loud gatherings unrelated to the Bar Exams are also prohibited.

Violators will face sanctions under existing city ordinances. The Manila Police District, the Manila Traffic and Parking Bureau, and other relevant agencies have been tasked to ensure compliance throughout the examination period.
