Memorandum Circular No. 38 issued on Friday night by Executive Secretary Lucas Bersamin also allowed work-from-home arrangement for government offices to give employees the opportunity to properly observe All Saints’ Day on Nov. 1.
However, agencies whose functions involve the delivery of basic and health services, preparedness/response to disasters and calamities, and/or the performance of other vital services shall continue with their usual operations.
Private schools and companies have the discretion to follow the Palace memo or not.
