Mariing itinanggi ni Education Secretary Leonor Briones na mayroong kasunduan ang kagawaran at ng tanggapan ni Vice President Leni Robredo para sa implementasyon community learning hubs na proyekto ng pangalawang pangulo.

Ayon sa kalihim, wala umanong ganung klaseng kasunduan at approval mula sa DepEd ang nasabing programa dahil nanatili pa rin ang polisiya ng Pangulong Duterte na wala munang face-to-face classes hanggat walang pang bakuna laban sa Covid19.

“Last August, nag-request ang Office of the Vice President na sina-suggest nila iyang project na ‘yan, sinagot namin, humingi kami details. Ang polisiya namin, dahil sinusunod natin ang utos ng Presidente, hindi natin iyan ina-allow,” pahayag ni Briones sa isang press briefing sa Malacañang.

Dagdag pa ng kalihim na bagamat nakipag-ugnayan ang OVP sa mga local government unit pero hindi naman anya involved ang DepEd dito.

Ang community learning hub project ay inisyatibo ng OVP kung saan pinapayagan nito na magsagawa ng face-to-face classes para sa anim na estudyante sa bawat oras.

Sa opisyal na pahayag ng tanggapan ng pangalawang pangulo, sinabi nito na nakipag-ugnayan sila sa DepEd para sa proyektong ito.

“The community learning hubs initiative was coordinated with the Department of Education, at both the national and local levels, every step of the way. In official correspondences between OVP and DepEd, Secretary Briones herself mentioned that it is a good initiative and in fact requested for additional details to evaluate the feasibility of implementing such a program at scale,” ani Atty. Barry Gutierrez, tagapagsalita ni Robredo.

“The Office welcomed DepEd’s openness to bring the initiative to more areas and readily provided the details last September 8, mindful that setting politics aside and working together are the keys to ensuring that no learner gets left behind in the midst of the pandemic. Until today, national DepEd did not express any opposition to the initiative, and our Office has in fact been ready for any coordination to scale up the hubs,” dagdag pa ni Gutierrez.

Malinaw anya sa naging pakikipag-ugnayan nila sa DepEd na ang mga nasabing hub ay hindi lugar para sa klasrum o face-to-face instruction kundi isang lugar para sa mga mag-aaral kung saan ang home-based learning ay hindi conducive para makakuha ng tutorial support sa pagkokompleto ng kanilang mga module at maka-access ng mga resources kasama ang internet.

Sinabi din ni Gutierrez na sinasunod ang health protocols sa mga learning hub.

“There is also proper coordination not just with local DepEd Divisions but also local government units to ensure a safe and effective learning environment. Currently, there are 11 active hubs serving more than 2,000 learners in Luzon and Visayas, spread across different schedules throughout the week to comply with social distancing, with the help of trained volunteers,” saad ni Gutierrez.

“Local stakeholders where hubs are operational have been supportive, including in Pasig City. For areas where local DepEd has expressed reservations, we did not push through with the implementation, such as in Caloocan City,” dagdag pa nya.

Welcome anya ang mga opisyal ng DepEd na bisitahin ang mga hub anumang oras para makita nila ang serbisyong ibinibigay nito habang mahigpit na ipinatutupad ang health protocols.
