LAWMAKER WANTS COMPREHENSIVE PROFESSIONAL DEVELOPMENT FOR ELEMENTARY SCHOOL HEADS

/ 8 March 2023

CAMARINES Sur 3rd District Representative Gabriel Bordado Jr. filed a measure that seeks to create a comprehensive professional development for school heads so they can implement early childhood education and development effectively.

House Bill 7288 proposes the effective implementation of early childhood education and development initiatives by upgrading the knowledge and managerial skills of the elementary school heads.

The school heads should be able to create quality early learning environment, provide relevant curriculum application of best practices in early childhood teaching and strengthen link with stakeholders.

Bordado cited a report of the United Nations Educational, Scientific and Cultural Organization that the period from birth to eight years old is crucial for development and for setting up the children for lifelong learning.

However, data showed that one of four children aged 5 never had any form of pre-primary education.

“It is a lifelong process that goes beyond the walls of academic institutions and begins at birth. Therefore, the right to education also begins in the early stages of childhood,” Bordado said in his explanatory note.
