LAWMAKER SEEKS ESTABLISHMENT OF NATIONAL EDUCATION COORDINATING COUNCIL

REP. Jose Antonio Sy-Alvarado of Bulacan has filed a bill that seeks to establish the National Education Coordinating Council.

House Bill 4925 aims to integrate and harmonize the program and policies of the formal and non-formal education system.

“The State is mandated by the Constitution to establish, maintain and support a complete, adequate and integrated system of education relevant to the needs of the people and the society,” he said in his explanatory noted.

Under the measure, the council shall be composed of the Secretary of Education, as the chairman; and the chairman of the Commission on Higher Education, as vice chairman.

The council will act as the overall advisory and coordinating body providing policy and program directions for all formal and non-formal educational systems.

It shall also coordinate with the participating agencies in providing opportunities for the acquisition of skills necessary to enhance and ensure employability, efficiency, productivity and competitiveness in the labor market.

The other members of the council will be the Director General of the Technical Education and Skills Development Authority; Director General of the National Economic and Development Authority; Secretary of Labor and Employment; Sectretary of Science and Technology and Secretary of Trade and Industry.
