LAWMAKER PUSHES PUBLIC SCHOOL LIBRARY BILL

A BILL that seeks to provide students better library services and technology training has been filed at the House of Representatives.

Parañaque City Rep. Joy Myra Tambunting filed House Bill 8929 or the proposed Public School Library Medical Services Act, which aims to boost access to quality education in all levels.

“This measure likewise provides for conduct of instructional innovation programs through partnerships between library media specialists and educators in order to develop units of instruction which will enable elementary and secondary school students to use a variety of information resources and expand student’s information-gathering abilities and cognitive skills of selection, analysis, evaluation and application,” Tambunting said in her explanatory note.

The lawmaker said her proposal will not only improve students’ access to library resources, but would also equip students and educators, especially from rural areas, allowing them to better adapt with digital advancements in learning delivery.

Under the bill, a Division of Public School Library Media Services will be established and administered by a director.

It will provide information and leadership to elementary and secondary learners, library media specialists, teachers, and school administrators, improve educational programs, train library personnel, use advanced technology, and develop library resources.

House Bill 8929 also mandates the establishment of the public school library media resource development program that will award grants from all allocations to provinces for the acquisition of school library media resources.

The measure also aims to expand student’s information-gathering abilities and cognitive skills of selection, analysis, evaluation and application.
