LAWMAKER BACKS CREATION OF CABINET CLUSTER FOR EDUCATION

SENATOR Pia Cayetano has expressed strong support for Senate Concurrent Resolution No. 21, which urges the President to establish a Cabinet Cluster for Education.

In a co-sponsorship speech delivered on the Senate floor, Cayetano emphasized the urgent need for a unified and coherent approach to education policy and governance in the country.

“Our education system is too important to be managed in silos,” Cayetano said.

“This proposal is a bold and necessary step toward ensuring that all agencies involved in education are aligned in purpose and direction,” she added.

Cayetano, who previously chaired the Senate Committee on Education from 2013 to 2016, recalled opposing the division of the committee into two separate bodies—one for basic education and another for higher education.

She cited concerns over fragmented policymaking and the lack of coordination among key education agencies, including the Department of Education (DepEd), Commission on Higher Education (CHED), and the Technical Education and Skills Development Authority (TESDA).

“This resolution addresses the long-standing challenge of trifocalization, which has resulted in minimal collaboration between education agencies,” she noted.

“It’s time we speak with one voice on education matters,” she stressed.

The proposed Cabinet Cluster would serve as a high-level inter-agency body tasked with ensuring cohesive education planning and implementation.
