NAIS ni Camiguin Rep. Xavier Jesus Romualdo na busisiin ng House Committee on Higher and Technical Education ang implementasyon ng National Service Training Program Act of 2001.

Sinabi ni Romualdo na layon nitong matukoy kung maaari pang palakasin ang National Service Training Program para sa kabutihan ng kabataan, partikular ang college students.

Layon ng NSTP na palakasin ang civic consciousness and defense preparedness sa kabataan sa pamamagitan ng pag-develop ng kanilang ethnics of service at patriotism.

Ang NSTP ay may tatlong service components na kinabibilangan ng Reserved Officers’ Training Corps, Literacy Training Service at Civic Welfare Training Service.

Binuo rin ang National Service Resever Corps na kinabibilangan ng mga graduate ng LTS at CWTS na maaaring i-tap ng estado para sa literacy at civic welfare activities habang ang ROTC graduates ay magiging bahagi ng Citizen Armed Force o Reserve Force ng Armed Forces of the Philippines.

“Considering  that is has been over 19 years since RA 9163 was enacted, it is appropriate for the House of Representaties to review the law and its implementation, ascertain whether the purpose and aims of the law are being attained, and determine whether amendments are required to improve the law or make it more responsive to the present times,” pahayag ni Romualdo sa kanyang resolution.
