NANGANGAMBA si ACT Teachers Partylist Rep. France Castro na posibleng mauwi sa ‘ghost scholarship’ ang P1.8 bilyong inilalaan ng Technical Education and Skills Development Authority para sa scholarship ng mga rebel returnee.

Ito ay para sa pagpapatupad ng mga probisyon sa Executive Order 20 ni Pangulong Rodrigo Duterte para sa pagsusulong ng kapayapaan.

“We raise alarm over the rising budget allocation of TESDA for scholarships for alleged rebel returnees while they have yet to submit a detailed accomplishment report on how budget allocation for this program was used,” pahayag ni Castro.

Sa plenary deliberations ng proposed 2021 national budget sa Kamara, iginiit ni Castro na marami pang isyu ang dapat liwanagin ng TESDA sa implementasyon ng kanilang programa

“How do they identify the beneficiaries? Who identifies these beneficiaries? What are the status of these scholars? How sure are we that these so-called ‘rebel returnees’ are not ghost scholars? How sure are we that these are real rebel returnees? We ask these questions in light of the questionable reports and possible scams on the rebel returnee program of the AFP,” sabi ni Castro.

Binigyang-diin ng kongresista na mas makabubuting gamitin ang pondo sa mga pangangailangan upang matiyak ang ligtas at dekalidad na pagbubukas ng klase.

“Napakarami pa ang kakulangan ng badyet para sa edukasyon lalo na para sa mga instructional materials, gadgets at iba pang mga kagamitan ng mga mag-aaral para makapagpatuloy ng edukasyon sa kabila ng pandemya. Kung idiretso na natin sa mga programang ito ang pondong hinihingi ng TESDA para sa kanilang kuwestiyonableng programa sa ilalim ng EO 20, mas marami pang mga kababayan natin ang makikinabang at nangangailangan sa pondong ito,” dagdag pa ni Castro.
