Sa kanyang inihaing House Bill 3485 o ang proposed State Scholars Act, iginiit ni Castelo na dapat bigyang prayoridad ng estado ang edukasyon, science and technology, arts, culture at sports.
“However, on account of poverty, many high school alumni are unable to enroll in college. It’s about time the State underwrote college education of the underprivileged and diligent high school students,” pahayag ng mambabatas sa kanyang explanatory note.
Ito ay upang mag-qualify at maging mas mataas ang posibilidad ng kanilang success rate.
Naniniwala ang mambabatas na ang pagtatakda ng 85 percent na general weighted average ay magsisilbing motibasyon sa mga estudyante na pagbutihin pa ang kanilang pag-aaral.
“The State’s sponsoring their college education would contribute to general human liberation and development since such students would be lifted out of poverty and empowered to become more useful nation builders in the process,” dagdag ng mambabatas.
