ISINUSULONG ni Magdalo Party-list Rep. Manuel Cabochan III ang panukala na magmamandato sa lahat ng public at private educational institutions na ilabas sa kanilang mga estudyante, empleyado at interested applicants ang kanilang annual Fire Safety Report.

Sa House BIll 8809 o ang proposed Campus Fire Safety Right-to-Know Act of 2021, sinabi ni Cabochan na dapat mailabas ang report sa pamamagitan ng publications o mailings para sa promosyon ng fire safety standards.

“This is to compel learning institutions to disclose their current fire safety practices so that areas of improvement could be properly identified, and appropriate measures could be adopted to always ensure the safety of the whole community,” pahayag ni Cabochan sa kanyang explanatory note.

Kaugnay nito, ipinaalala ng kongresista ang sunog na naganap sa College of Arts and Sciences Alumni Association Food Center sa University of the Philippines Diliman campus noong June 2015 dahil sa gas tank leak.

Makalipas ang isang buwan, isa pang sunog ang naganap at tumupok sa Alumni Center.

Noong April 2016, nasunog naman ang mga gusali ng College of Arts and Sciences, College of Engineering at ang University Chapel ng University of the East sa Maynila.

“These fire incidents in campuses must be given attention as it involves the safety of the youth and the rest of the academic community. Considering the high congestion of students and faculty members, it is necessary to reassess the capability of educational institutions against fire hazards,” dagdag pa ng mambabatas.

Batay sa panukala, kasama sa isasapubliko ng mga educational institution sa annual Fire Safety Report ang detalye ng educational facilities, kabilang ang stduent housing facilities; ang statistics ng mga insidente ng sunog o false alarms kasama ang human injuries o deaths at structural damage, gayundin ang impormasyon sa fire alarms, smoke alarms at fire escape planning o protocols.
