ISINUSULONG ni Cagayan de Oro 2nd District Rep, Rufus Rodriguez ang panukala para sa non-wage benefits sa public school teachers.

Sa House Bill 5555, binigyang-diin ni Rodriguez ang mga sakripisyo at paghihirap ng mga guro upang makapagbigay ng dekalidad na edukasyon sa mga estudyante.

“Despite the importance of their work, they are among the lowest paid government workers,” pahayag ni Rodriguez sa kanyang explanatory note.

Iginiit ng kongresista na mahalagang mahikayat ng gobyerno ang mga ‘most competent at efficient teachers’ para sa pagbibigay ng dekalidad na edukasyon.

“To do this, the government must provide compensation and benefits, whether monetary or otherwise, commensurate to the work they perform and the contribution they make to the society,” giit ng kongresista.

Alinsunod sa panukala, ie-exempt sa withholding tax ang sahod, allowances at iba pang benepisyong ibinibigay sa mga public shchool teacher kasama na ang mga guro sa State Colleges and Universities sa lahat ng level.

Inaatasan naman sa panukala ang commissioner ng Bureau of Internal Revenue na bumalangkas ng rules and regulations para sa implementasyon nito.
