EDCOM 2 LAUDS NAVOTAS CITY FOR OUTSTANDING LITERACY AND NUMERACY PROGRAMS

THE SECOND Congressional Commission on Education or EDCOM 2 recognized Navotas City for its exemplary efforts in advancing literacy and numeracy, citing its achievements under the Bayang Bumabasa: Mayors for Literacy Challenge.

Mayor John Rey Tiangco formally accepted the challenge, highlighting Navotas’ strong commitment to education.

“Knowledge is the key to a bright future. Here in Navotas, we are a city that reads. We collectively ensure that every child can read for a reading nation,” Tiangco said.

Navotas has emerged as a frontrunner in Metro Manila, leading in comprehensive literacy assessment scores and recording a 65% increase in the number of children identified as “grade-ready” in reading by the end of SY 2024–2025.

These gains were driven by innovative programs such as Basa, Navoteño and NavoReads, along with individualized learner reading profiles to track and support students needing intervention.

A highlight of the city’s efforts is its Joyful Reading Treasures mobile library, which brings books and learning opportunities to barangays, child development centers, and even a “kindergarten on wheels.”

The program fosters early reading habits and instills a love for books among young Navoteños.

Navotas also ensures access to education by offering free schooling from preschool through college, as well as a broad scholarship program covering academics, sports, arts, and special grants for fisherfolk families.

Meanwhile, the NavoYouth Tutors Initiative engages college students as short-term reading and math tutors, further strengthening foundational skills in the community.

Looking ahead, the city plans to launch a digital literacy program for out-of-school youth and expand cultural education through free Korean and Japanese language courses at the Navotas Institute.

Commending the city’s holistic approach, EDCOM 2 described Navotas as a model for other LGUs. In the spirit of collaboration, Mayor Tiangco passed on the Mayors for Literacy Challenge to Makati City Mayor Nancy Binay.
