DEPED: FILIPINO, ENGLISH NOW PRIMARY LANGUAGES FOR KINDER TO GRADE 3 INSTRUCTION

THE DEPARTMENT of Education has issued a new policy mandating the use of Filipino and English as the primary mode of instruction (MOI) from Kindergarten to Grade 3.

Under DepEd Order No. 020, s. 2025, regional languages will serve as auxiliary media of instruction to help learners transition between languages. For deaf and hard-of-hearing students, Filipino Sign Language will also be implemented.

The directive applies to all elementary schools nationwide—public, private, state universities and colleges (SUCs), local universities and colleges (LUCs), and Philippine Schools Overseas (PSOs).

“This policy recognizes the importance of the learner’s first language as a bridge, not a barrier, to learning. It provides schools and community learning centers (CLCs) with structured options to enhance comprehension, literacy, and academic success among young learners,” DepEd stated.

Building on previous reforms, the order addresses gaps in implementation and underscores DepEd’s commitment to inclusive, learner-centered, and context-responsive education.

DepEd emphasized, “Language plays a crucial role in shaping comprehension, literacy, and overall learning outcomes in early childhood and primary education.”

The policy takes effect immediately upon approval and 15 days after publication.
